Rose Park Facilities Use

2025-2026 Academic Year

Per the Lease Agreement and Memorandum of Understanding between Metropolitan Board of Public Schools (MNPS) and Belmont University (Belmont) for the construction and use of an indoor batting facilities at Rose Park Middle School, MNPS on annual basis must provide to the Metropolitan Parks Department, in conjunction with Belmont, a usage report on the facilities at Rose Park. This report is to include the following: the usage of the facility by MNPS and by nonprofit organizations that work with or in conjunction with MNPS; and the annual lease payments and the usage of those payments by MNPS.

The following is a report on the usage of the Rose Park Batting Facility by MNPS and our nonprofit community partners and the use of proceeds from the lease payments for the facilities made by Belmont to MNPS for the Academic Years of 2025-26.

Facility Usage

During the 2025-26 Academic Year, Rose Park was used by the following MNPS athletic teams: Rose Park Middle School and Hume Fogg High School. Use during this academic year was limited to the batting cages and facility conference room. The facilities usage hours for the Academic Years by MNPS were 226.5 hours (178.5 hours in the batting cages and 48 hours for the conference room). During this academic year the conference facility was used by MNPS for affiliated enrichment programs.

The chart below shows the hours of use during the 2025-26 Academic Year. As stated previously, the batting cages were utilized by both Rose Park Middle School and Hume Fogg High School, with the batting cages being used for both baseball and softball teams, which had not used the facilities in previous years. Additionally, the use of the conference space was more than double from the previous academic year and represented the highest utilization in five years. Overall, usage by MNPS has continued to increase year over year.

Lease Proceed Usage

For the 2025-26 Academic Year, Belmont leased the Rose Park batting facility from MNPS for an annual fee of $39,392. The proceeds of the lease are used by MNPS to contract and partner with community organizations for enrichment programs focusing on the Edgehill community. In 2025-25 Academic, MNPS entered a contract with Salama Institute (Salama) to provide extended learning opportunities for the Edgehill Community. Previously, MNPS partnered with Elmington Elevates (Elmington), and 2025-26 represented a transitional contract year from Elmington to Salama, with Salama providing all programing.

Salama provided enrichment programs to MNPS students and free after-school childcare to students at Carter-Lawrence and Waverly Belmont Elementary Schools and Rose Park and J.T. Moore Middle Schools.

Salama's programming provided the following activities to support social and emotional health:

• Partnering with Nashville Public Library Edgehill for librarians to visit Carter Lawrence and 500 Hillside Court for literacy programming.
• Local Edgehill neighborhood partnerships include Kayne Avenue Missionary Baptist Church, Belmont Church, Empowering Neighborhood Partnerships (formerly Edgehill Neighborhood Partnership), Metro Parks/Easley Center, The Store, Edgehill FRC, AME Publishing House, Water Walkers, and various neighborhood volunteers.
• Partnering with First Art Museum through ArtTrunk for onsite programming.
• Partnering with Nashville SC to provide tickets and meals to students and families for a game at GEODIS.
• Partnering with Brigestone's BBOLD employee affinity group to provide for STEM activities.
• Partnering with The Global Missions department at Belmont Church and Belmont University for tutoring volunteers.
• Partnering with Belmont's Delta Sigma Theta Sorority chapter to provide materials and volunteers for the Easter Egg Hunt at 500 Hillside Court.

During the 2025-26 Academic Year, MNPS paid Salama $29,656 to reimburse staff to provide the above listed services. Historically, over the last four school years, MNPS has paid the following from proceed from the lease with Belmont to provide services to the community:

• 2021-22 School Year: $4,585.
• 2022-23 School Year: $10,122.
• 2023-24 School Year: $14,395.
• 2024-25 School Year: $29,120.

Any unused portions of the lease proceeds are carried forward and held in reserve by MNPS for future use in the community. This payment arrangement will continue until the expiration of the contract.

Use during this academic year was limited to the batting cages and facility conference room. The facilities usage hours for the Academic Years by MNPS were 188 hours (173 hours in the batting cages and 15 hours for the conference room). During this academic year the conference facility was used by MNPS for affiliated enrichment programs.

Lease Proceed Usage

For the 2024-25 Academic Year, Belmont leased the Rose Park batting facility from MNPS for an annual fee of $38,245. The proceeds of the lease are used by MNPS to contract and partner with community organizations for enrichment programs focusing on the Edgehill community. In 2021, MNPS entered a contract with Elmington Elevates (Elmington) to provide extended learning opportunities for the Edgehill Community. The contract expired at the end of 2023 but was renewed for the remainder of the 2023-24 Academic Year and for the 2024-25 Academic Year.

Elmington Elevates provided enrichment programs to MNPS students and free after-school childcare to students at Alex Green and Carter-Lawrence Elementary Schools and served approximately 135 children in total throughout this academic year.

Elmington's Elevate U programming provides STEM, sports, and activities to support social and emotional health. Activities included:

• Inviting multiple organizations to host "in house" field trips for our students. Organizations included:
  • The Nashville Zoo and Reptile Girl, providing students with access to animals that they may not otherwise have the ability to safely experience.
  • Students learned about a variety of art techniques including watercolor, mixed media, and clay.
• Students participated in sports and physical activity games including basketball, soccer, and playground games, including kickball and freeze tag.
• Nashville Soccer Club granted Elevate U and the student participant access to the Edgehill Mini Pitch as well including students at Club sponsored events as the mini-pitch.

The lease proceeds are used by MNPS under the contract with Elmington to fund additional staff members at a rate of $25.00 per hour (an increase this school year from $15.00 per hour in previous Academic Years), plus associated payroll taxes and fees. During the 2024-25 Academic Year, the lease proceeds were used to fund four positions. The positions were under the control and supervision of Elmington and were compensated by MNPS when invoiced by Elmington. Expenditure from the lease proceeds are based upon and determined by the invoices that Elmington submits to MNPS on a monthly basis. There are no set salaries for these positions and compensation under the terms of the agreement. Each position was allocated a maximum potential payout that, in total for the four positions, did not exceed proceeds of lease payment between MNPS and Belmont. MNPS was invoiced and paid to Elmington $29,120 to fund the four positions over the course of this Academic Year.

Historically, over the last three school years, MNPS has paid Elmington the following amounts to fund staff positions:

• 2021-22 School Year: $4,585.
• 2022-23 School Year: $10,122.
• 2023-24 School Year: $14,395.

Any unused portions of the lease proceeds are carried forward and held in reserve by MNPS for future use in the community. This payment arrangement will continue until the expiration of the contract.

2023-2024 AcademicYear

The following is a report on the usage of the Rose Park Batting Facility by MNPS and our nonprofit community partners and the use of proceeds from the lease payments for the facilities made by Belmont to MNPS for the Academic Years of 2023-24.

Facility Usage

Attached is the report for facility usage for the 2023-24 Academic Years. The report includes a schedule of the usage plan and schedule for the use of the facility by MNPS and Belmont; a list of schools and affiliated programs using the facilities; and the total hours of usage by MNPS and affiliated programs. (See Attachments 1)

During the 2023-24 Academic Year, Rose Park was used by the following MNPS athletic teams: the Hume-Fogg High School baseball and Rose Park Middle School baseball. MNPS schools only utilized the facilities during the school week and not on weekends. Use during this academic year was limited to the batting cages and facility conference room. The facilities usage hours for the Academic Years by MNPS athletic teams were 121.5 hours (114 hours in the batting cages and 7.5 hours for the conference room). During this academic year the facility was not used by MNPS for affiliated enrichment programs. However, Backfield in Motion, an MNPS authorized enrichment program was in the process of organizing at Rose Park Middle School during the 2023-24 school year. It is anticipated that for enrichment purposes, Backfield in Motion will begin to reserve the batting facilities for enrichment purposes during the upcoming 2024-25 Academic Year.

Over the past two academic years, the facility use by MNPS was as follows:

• 2021-22 Athletics: 34.5 hours; Enrichment: 27 hours
• 2022-23 Athletics: 110.5 hours; Enrichment: 10 hours

Lease Proceed Usage

For the 2023-24 Academic Year, Belmont leased the Rose Park batting facility from MNPS for and annual fee of $37,131. The proceeds of the lease are used by MNPS to contract and partner with community organizations for enrichment programs focusing on the Edgehill community. In 2021, MNPS entered a contract with Elmington Elevates (Elmington) to provide extended learning opportunities for the Edgehill Community. The contract expired at the end of 2023 but was renewed for the remainder of the 2023-24 Academic Year and for the 2024-25 Academic Year.

Elmington Elevates provided enrichment programs to MNPS students and free after-school childcare to students at Alex Green and Carter-Lawrence Elementary Schools and served approximately 115 children in total throughout this academic year.

• Elmington’s Elevate U provided training and support to all of our enrolled children that provided homework assistance, specifically focusing on ELA and Math.

The lease proceeds are used by MNPS under the contract with Elmington to fund additional staff members at a rate of $15.00 per hour, plus associated payroll taxes and fees. During the 2023-24 Academic Year, four positions were funded through the lease proceeds. The positions were under the control and supervision of Elmington and were compensated by MNPS when invoiced by Elmington. There are no set salaries for these positions and compensation under the terms of the agreement. Each position was allocated a maximum potential payout that, in total for the four positions, did not exceed proceeds of the lease payment between MNPS and Belmont. MNPS was invoiced and paid to Elmington $14,395 to fund the four positions over the course of this Academic Year.

2021-22 and 2022-23 AcademicYears

The following is a report on the usage of the Rose Park Batting Facility by MNPS and our nonprofit community partners and the use of proceeds from the lease payments for the facilities made by Belmont to MNPS for the Academic Years of 2021-22 and of 2022-23.

Facility Usage

Each report includes a schedule of the usage plan and schedule for the use of the facility by MNPS and Belmont; a list of schools and affiliated programs using the facilities; and the total hours of usage by MNPS and affiliated programs. • During the 2021-22 Academic Year, Rose Park was used by the following MNPS athletic teams: the Hume-Fogg, East, and Hunters Lane High Schools baseball teams; the Hume-Fogg and Martin Luther King High Schools softball teams; and the BOYZ program, former Edgehill and Rose Park baseball players teaching playing skills to students from Eakin and Carter Lawrence Elementary Schools. The facilities usage hours for the Academic Years by MNPS athletic teams were 34.5 hours and 27 hours by MNPS affiliated enrichment programs.
• During the 2022-23 Academic Year, Rose Park was used by the following MNPS athletic teams: the Hume-Fogg and Martin Luther King High Schools baseball teams; the Martin Luther King High School softball team; Rose Park Middle School baseball; and Edgehill-Belmont “Better Together” Enrichment programs. The facilities usage hours for the Academic Years by MNPS athletic team were 110.5 hours and 10. hours by MNPS affiliated enrichment programs.

Lease Proceed Usage

On annual basis, Belmont leases the Rose Park batting facility from MNPS for $35,000. The proceeds of the lease are used by MNPS to contract and partner with community organizations for enrichment programs focusing on the Edgehill community. In 2021, MNPS entered a contract with Elmington Elevates (Elimington) to provide extended learning opportunities for the Edgehill Community. The current contract term expires at the end of 2023.

Elmington Elevates provides the following enrichment programs to MNPS students:

• Free extended learning at Carter Lawrence Engineering Magnet School for K-4 students, serving over 50 students. Care includes:
  • After-school meals
  • Field trips
  • Academic enrichment
• Access to visual and performing arts through a partnership with Salama Urban Ministries
• Instruction in baseball fundamentals for 3rd and 4th graders from Eakin and Carter Lawrence provided by The BOYZ program – former Rose Park and Edgehill community baseball players.
• Family focused activities catering to over 20 households in Edgehill that include the following offerings:
  • Monthly parenting sessions at the Edgehill Apartments, led by Belmont Education and Social Work faculty.
  • Holiday events where parents selected books for their children and take-home gingerbread and ornament kits to make with their children.
• In addition, the organization Backfield in Motion began a partnership with Rose Park Middle School serving children in the Edgehill Community during the 2022-23 Academic Year.

The lease proceeds are used by MNPS to fund additional Elmington staff members at a rate of $15.00 per hour, plus associated payroll taxes and fees. The positions are under the control and supervision of Elmington and are compensated for by MNPS when invoiced by Elmington. There is not a set salary for these positions, but the compensation under the terms of the agreement may not exceed $75,000 during the term of the contract (i.e., two years of lease proceeds). Currently, MNPS is funding two positions at Elmington. MNPS has been invoice and paid the following amount to Elmington:

• 2021-22 School Year: $4,585.
• 2022-23 School Year: $10,122.
• 2023-24 School Year (through 9/30): $1,762.

Any unused portions of the lease proceeds are carried forward and held in reserve by MNPS for future use in the community. This payment arrangement will continue until expiration of the contract.
